to talk about paul ryan's budget. the idea in general is to tie governor mitt romney -- sorry, tie governor romney to the ryan budget. and as one top democrat put it to me, the idea is to make the case that romney/ryan in electing that ticket means americans would be electing the intellectual leader of the house republicans, as one person put it, that paul ryan is the intellectual leader of the house republicans and he should not be able tonight to duck from any specifics. so, again, we will hear that word, specifics. and look for the vice president to try to get paul ryan to talk about budget details in this debate tonight, wolf. >> jessica, has the vice president done his tour of the actual debate hall yet? >> reporter: he has. he did that tour a little earlier today before 2:00 p.m. he sat in the chair. he looked at the monitor where you get your time cues. and i'm told all that went smoothly. he also before he boarded the plane today leaving from delaware he talked to reporters and he was asked what is his strategy. take a listen to what he said. >> i'm looking forward to it. n

. now they're trying to blame the romney/ryan ticket for making this an issue. with respect to iraq, we had the same position before the withdrawal which was we agreed with the obama administration. let's have a status of forces agreement to make sure we secure out gains. the vice president was put in charge of those negotiations by president obama and they failed to get the agreement. we don't have a status of forces agreement because they failed to get one. that's what we are talking about. when it comes to our veterans we owe them a great debt of gratitude for what they've done for us includie ining your son,. we also want to make sure we don't lose the things we fought so hard to get. with respect to afghanistan, the 2014 deadline, we agree with the 2014 transition. but what we also want it do is make sure that we're not projecting weakness abroad. that's what's happening here. this benghazi issue would be a tragedy in and of itself, but unfortunately it's indicative of a broader problem. and that is what we are watching on our tv screens is the unraveling of the obama foreign polic

to want to really frame a negative message against romney and ryan, and pick up where the president didn't do that well last week, or didn't mention at all, thinking of issues like the auto ballot, social security, the ryan proposal on that. the medicare issue, the 47% comment that romney made and people were stunned that obama didn't mention that last week. and, of course, romney's income taxes and how he made his money at bain consulting. those are all issues i think we will hear from joe biden on. and it is very different than what biden's pass was four years ago, steve, as you recall facing sarah palin. the biggest challenge been for biden was don't patronize sarah palin, don't bully sarah palin certainly, try to a quarter to a certain degree of respect. i think this is a different time, and paul ryan is a different opponent. >> there's been what some are calling the rebuttal as both congressman paul ryan, republican vice president to nominate and vice president biden try to set expectations for the debate on thursday. let me share with you will paul ryan said on the fox news channel

the governor romney's position is and paul ryan, acting debut different positions, which said the. government should the. there's a group of people who say it makes no sense to me that the government just could've stayed on the sideline and may be done something in the end and all would've worked out fine. there's a middle group of people who believe what the government did was right in terms of getting involved in the industry or believe the restructuring was a success and was done commercially and the companies are truly viable and we need to keep them inflated until after the next election but that fundamentally they were restructured. the middle group still does have an issue. one of the reasons i like to keep talking about this is because i feel passionately that they are wrong and the middle group does have a point of view that somewhere somehow in what each of these creditors got, something wrong happened. it's very complicated. they read the editorial pages of the wall street journal, they have watched cnbc. they have this idea in their head which i think is wrong. hopefully, there is
